Everyone can find a reason to dislike data center construction

Local opposition to data center construction is now a complex, multi-issue challenge for AI companies, not a simple problem to dismiss.

A new report from Data & Society highlights growing public opposition to data center construction, driven by a diverse set of concerns beyond simple NIMBYism. While AI labs plan trillions in data center projects, over 60% of Americans surveyed favor limiting their expansion. In the second quarter of 2026, $68 billion in data center projects were disrupted by local opposition. The report, based on 18 months of fieldwork and interviews in Pennsylvania, suggests that AI companies' messaging of "inevitability" clashes with residents' historical experiences of industrialization and its negative consequences. Concerns range from the impact on local power grids and property values to the transparency of development tactics and the ethical implications of AI itself. Even trade unions, typically supportive of job creation, see these projects as a temporary solution with limited long-term employment.

The traditional AI industry narrative of inevitable progress through computation is failing to resonate with communities experiencing the tangible impacts of data center expansion. This research indicates that a "post-partisan" coalition of opposition is forming, fueled by legitimate local concerns about infrastructure strain, economic fairness, and environmental impact, challenging the industry's core assumptions. The AI sector must move beyond simplistic explanations of opposition and engage with these varied, deeply felt community grievances.

The industry's reliance on top-down messaging and opaque development practices has eroded trust, making it difficult to reconcile the demand for AI services with the local costs of infrastructure. As AI technologies become more integrated into daily life, the gap between the perceived benefits and the community's lived experiences of industrial change and resource strain will likely widen. Future data center development will require a more nuanced, locally sensitive approach to build genuine community support.
