US sanctions force The Netherlands off Microsoft and toward alternative NixOS

The Dutch government is transitioning away from U.S. software, impacting its future technology procurement and vendor relationships.

The Dutch government is developing a new digital work environment, codenamed DAWO, to reduce its reliance on U.S.-based software and services. This initiative was prompted by U.S. sanctions placed on the International Criminal Court (ICC), which led to the ICC's chief prosecutor losing access to Microsoft services. The DAWO project aims to create a resilient technological ecosystem for the Dutch government, encompassing operating systems, office software, and cloud services. The core of this new system will be built around NixOS, a Linux distribution known for its declarative configuration and reproducible builds. Three service providers, SSC-ICT, DICTU, and DUO-ICT, are tasked with implementing the project under the supervision of the Ministry of the Interior and Kingdom Relations. Trial programs are currently in progress, with the first official release anticipated by the end of 2027.

The Dutch government's move towards NixOS signals a growing trend of national entities seeking technological sovereignty, driven by geopolitical concerns and the desire for greater control over critical digital infrastructure. This pivot away from dominant U.S. software providers like Microsoft highlights the vulnerabilities associated with over-reliance on foreign technology, especially in light of international sanctions and trade disputes.
